Adaptability up and down has ordinal number 15. It's one-sentence description is:
"Capacity can be scaled both up and down".
When a facility has upward and downward scalability, then the capacity of the facility can be increased or decreased by measures acting on the facility itself. For example:
- a server can be scaled up or down by adding or removing memory
- an internet connection can be scaled up or down by having the provider assign more or less bandwidth to your connection
