'Cannot be constructed with' is a relation between a Building Block Variant (BBV) and an Element (EL), that indicates that the Element is forbidden for that Building Block Variant. When a BBV 'cannot be constructed with' a particular EL, then the infrastructure designer is required to show that the resulting infrastructure design does not contain the properties and/or items that are indicated in the forbidden Element.
